A Decentralized cooperation allows non-governmental organizations (NGOs) to collaborate directly, without relying exclusively on agreements between central governments. This approach encourages the creation of strategic partnerships, such as those that Cape Verde has established over the decades with Luxembourg, Portugal, the European Union and Brazil, promoting solutions adapted to local realities.
