Relations between Cape Verde and Luxembourg
Cape Verde and the Grand Duchy of Luxembourg have maintained excellent relations of friendship and cooperation since the late 1980s, which are regulated by various agreements, including the 1993 General Cooperation Agreement (updated by a new one in 2007) and the successive five-year Indicative Cooperation Programmes (PICs) , which began in 2002:
- PIC I 2002-2005
- PIC II 2006-2010
- PIC III 2011-2015 (which introduced a sectoral budget aid of 5 million euros, as a new form of intervention of Luxembourg cooperation in Cape Verde)
- PIC IV 2016-2020 (increasing budgetary aid to 10 million euros)
- PIC V DCE 2021-2025 (which introduces the Development – Climate – Energy aspect).
The development of this cooperation has been both quantitative and qualitative, always seeking to cover key areas of development for Cape Verde , resulting in a series of concrete actions, both bilaterally and at a multilateral and decentralised level, covering the sectors of education, vocational training, water, sanitation, energy, employment/employability, budgetary aid, among others, with particular emphasis on the gradual abandonment of previous strong interventions in the area of infrastructure. Luxembourg is currently one of Cape Verde's main development partners.

At a political level, bilateral relations have also been excellent, with emphasis on the various official visits made to both countries, at different levels, and the ongoing political-diplomatic dialogue and cooperation between the two States, particularly within the bilateral Partnership Commission, which meets alternately every year.
Luxembourg has had a Cooperation Office in Praia since 2001 and an Embassy since 2007, with an Ambassador Extraordinary and Plenipotentiary resident in Lisbon - Portugal (the current one is Mrs. Martine Schommer - presented the Letters in September 2022) and a Chargé d'Affaires, ai, (current one, Mr. Thomas Barbancey, in Cape Verde since mid-2020) . Cape Verde opened a diplomatic antenna in the Grand Duchy of Luxembourg in 1999, with appointments of Chargés d'Affaires ai and an Ambassador resident in Brussels. In 2015, this post was elevated to an Embassy, with an Ambassador Extraordinary and Plenipotentiary (the current one is Mrs. Edna Marta - presented the Letters of Credence in October 2022).
