Cape Verde and the Grand Duchy of Luxembourg have maintained excellent relations of friendship<\/strong> and cooperation since the late 1980s, which are regulated by various agreements, including the 1993 General Cooperation Agreement<\/strong> (updated by a new one in 2007) and the successive five-year Indicative Cooperation Programmes (PICs)<\/strong> , which began in 2002:<\/p>

  • PIC I<\/strong> 2002-2005<\/li>
  • PIC II<\/strong> 2006-2010<\/li>
  • PIC III<\/strong> 2011-2015 (which introduced a sectoral budget aid of 5 million euros, as a new form of intervention of Luxembourg cooperation in Cape Verde)<\/li>
  • PIC IV<\/strong> 2016-2020 (increasing budgetary aid to 10 million euros)<\/li>
  • PIC V DCE<\/strong> 2021-2025 (which introduces the Development \u2013 \u200b\u200bClimate \u2013 Energy aspect).<\/li><\/ul>

    The development of this cooperation has been both quantitative and qualitative, always seeking to cover key areas of development for Cape Verde , resulting in a series of concrete actions, both bilaterally and at a multilateral and decentralised level, covering the sectors of education,<\/strong> vocational training, water, sanitation,<\/strong> energy, employment\/employability<\/strong>, budgetary aid, among others, with particular emphasis on the gradual abandonment of previous strong interventions in the area of \u200b\u200binfrastructure. Luxembourg is currently one of Cape Verde's main development partners.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

    At a political level, bilateral relations have also been excellent,<\/strong> with emphasis on the various official visits made to both countries, at different levels, and the ongoing political-diplomatic dialogue and cooperation between the two States, particularly within the bilateral Partnership Commission, which meets alternately every year.<\/strong><\/p>

    Luxembourg has had a Cooperation Office in Praia since 2001 and an Embassy since 2007,<\/strong> with an Ambassador Extraordinary and Plenipotentiary resident in Lisbon - Portugal (the current one is Mrs. Martine Schommer - presented the Letters in September 2022) and a Charg\u00e9 d'Affaires, ai, (current one, Mr. Thomas Barbancey, in Cape Verde since mid-2020) . <\/strong>Cape Verde opened a diplomatic antenna in the Grand Duchy of Luxembourg in 1999, with appointments of Charg\u00e9s d'Affaires ai and an Ambassador resident in Brussels.
